Education:
1978 – 1983 - MA in Economics at the Department of International Economic Relations of the Faculty of International Relations and International Law, Kyiv State University, Ukraine.
Work Experience:
1983 – 1991- Economist in Baku and abroad (Southern Yemen), within the system of foreign economic relations of the USSR
1991-1995 – Deputy Chief of Department of International Economic Relations of Ministry of Foreign Affairs
1995 – 2001 - Executive Director, Chief of Department, National Bank of Azerbaijan
2001-2006 – Executive Director of the State Oil Fund
Represents the Republic of Azerbaijan as Director at the Black Sea Trade and Development Bank
2003 – 2006 - Chairman of the Government Commission on the Extractive Industries Transparency Initiative, dealing with the extraction of the mineral resources
Since April 2006 - Minister of Finance
Married, has three children
